Kerry Brouillette is a Senior Environmental Scientist with our Air Quality Program. He supervises air permitting and compliance projects. His career has focused on organic chemicals manufacturing, refining, electric power generation, and industrial manufacturing industries and his work is primarily comprised of federal and state permitting, enforcement/compliance support, auditing, and compliance plan development. He has also performed consulting services and field services under the PSD, NNSR, Title V, CERCLA, and CAA programs.

James Smith is the Air Quality Program Manager. He has over 25 years of experience as an environmental professional, managing projects for clients located across the US, but primarily in Texas and Louisiana. His experience includes air quality permitting and compliance projects for clients in the oil & gas, refining, petrochemical, power, air separation, and pipeline industries. James is recognized for developing and supporting environmental services such as air permitting, compliance and due diligence auditing, air dispersion modeling, emission control technology evaluations, regulatory applicability analyses, and pollutant emissions reporting.

Ms. Blakemore is a member of CK’s Air Quality Team, but also serves as a regulatory advisor on a variety of multi-media projects. She has 25 years of environmental experience as a regulator, consultant, and environmental attorney. Ms. Blakemore has extensive experience in multi-media regulatory interpretation, compliance assessment, and the development and implementation of comprehensive compliance management programs. She has assisted clients with air quality, solid waste (hazardous and non-hazardous), water quality, wetlands, and coastal permitting and compliance efforts.

Beth Szewc is a Senior Environmental Scientist with CK where she has extensive experience in air dispersion modeling, air permitting including state air permitting, federal Prevention of Significant Deterioration (PSD) permitting, federal Part 70 permitting, and Nonattainment New Source Review (NNSR) permitting. Ms. Szewc is involved in all aspects of PSD and Part 70 permitting including screening and refined air dispersion modeling, Best Available Control Technology (BACT) determinations, regulatory analyses, development of air emission calculations, Environmental Assessment (IT Questions), and additional impact analyses. Air dispersion models used in studies performed by Ms. Szewc include EPA’s AERMOD model, AERSCREEN, SCREEN3 and SLAB. Ms. Szewc has conducted air dispersion modeling in the states of Louisiana, Texas, and New Mexico.

As the Area Manager, Mr. Moore is responsible for the supervision and management of projects in the north Louisiana, Arkansas, and Mississippi regions. As a project Manager and Project Engineer, Mr. Moore has performed and supervised numerous environmental engineering, remedial, permitting, design, and regulatory compliance projects in the Shreveport office since 1991.

As a Senior Environmental Engineer with CK’s Air Quality Team, Mr. Nguyen provides technical support in the preparation of air permit applications, modifications, exemption requests, AERMOD Dispersion modeling, EIS reports, Title V Operating permit applications, Engineering Services Permit Applications for Public Water Systems, Potable Water Distribution Identification Plan, and Cross-Connection Control Surveys. He also performs detailed analysis and calculations for regulatory air compliance issues including the uses of various types of air emission and water hydraulic calculation softwares. Mr. Nguyen also prepares BACT analysis for several clients in the Power and Refining Industries. Mr. Nguyen has reviewed and prepared professional engineer certifications for more than 100 air permit applications in the power, chemical, mineral processing, refinery, small industries and pulp & paper for client in Louisiana and Texas.

Mr. Aouad is a Senior Environmental Engineer with CK’s Air Quality Team, and serves as a Project Leader for air quality permitting and compliance. He has over 24 years of environmental experience as a regulator and consultant and is a Registered Professional Engineer in Louisiana. Sami has extensive experience in New Source Review, which includes the Nonattainment New Source Review and the Prevention of Significant Deterioration programs. He has managed a large number of air permitting and compliance projects in the State of Louisiana for several industries; including petroleum refineries, chemical manufacturing, oil and gas exploration and production, natural gas compressor stations, fertilizer production, and hydrogen plants.
