BACKGROUND
ou know about the Refugio incident involving Plains Pipeline L.P (Plains) in Santa Barbara California; now we are deep into the NRDA process. We have developed a Case Management Team (Trustees and PlainsRepresentation) to guide the decision process and multiple Technical Working Groups (Trustees and Plains Representation) that provide the assessment of each natural resource that has the potential for compensatory settlement. CK is the project lead for Plains, but as you may know it takes specific expertise to navigate the science in the marine environment and NRDA process in California. CK has partnered with local consultants for marine science support, while CK provides the NRDA guidance. We stated early in our Plains discussions, ͞If we can negotiate successfully in Louisiana, we can do it in California͟! Make no mistake, California is different but we have a commonobjective with the Trustees, which is to reach restoration as quickly as possible. When you have a common objective, you can reach consensus. CK maintains a face to face relationship with the Trustees to ensure that three primary objectives are met; (1) achieve NRDA settlement in principal in a timely manner, (2) maintain the cooperative
