BACKGROUND
southwest Louisiana located facility operates a polymer manufacturing plant. The facility produces polypropylene which is sold to be used in various aftermarket applications.
FINDINGS
K prepared air permit applications to obtain a double retro Prevention of Significant Deterioration (PSD)/ Title V Air Operating Permits for two former projects. The applications were processed by the Louisiana Department of Environmental Quality (LDEQ) and Region VI of the Environmental Protection Agency (EPA). CK prepared a Best Available Control Technology (BACT) Analysis as an element of the application proposing a technically feasible control strategy for each emission source that takes environmental and economic impacts into account. The emission sources included cooling water towers, boilers, CI and SI engines, turbines and flares. CK also performed an air dispersion modeling analysis of triggered criteria pollutants to ensure that the National Ambient Air Quality Standards (NAAQS) were not significantly impacted by the site. CK provided additional assistance in obtaining the permits by acting as a liaison with the LDEQ to provide clarification and additional information and reviewed the draft permit in a timely manner.
RESOLUTION
y providing a high quality permit application and proactive communication with the regulatory agencies, the retro-PSD/Part 70 Permit was obtained in less than one year to meet the compliance schedule. CK is currently assisting this facility and other polymer manufacturing facilities in compliance and reporting needs under NSR/PSD permits as well as working with these facilities on future permitting projects.
