BACKGROUND

C

orrigan OSB, L.L.C. (Corrigan OSB) is constructing a new state of the art oriented strand board (OSB) facility in Texas. Corrigan OSB is being designed to produce 900 MSF 3/8/inch/year of OSB used for residential housing as well as a variety of applications.

FINDINGS

C

K prepared air permit applications to obtain a Prevention of Significant Deterioration (PSD)/New Source Review (NSR)/Greenhouse Gas (GHG)/Abbreviated Title Air Permits and Initial Site Operating Permit (SOP). The applications were processed by the Texas Commission of Environmental Quality (TCEQ) and Region VI of the Environmental Protection Agency (EPA). CK prepared a Best Available Control Technology (BACT) Analysis as an element of the application proposing a technically feasible control strategy for each emission source that takes environmental and economic impacts into account. The emission sources included dryers, furnaces, thermal oxidizers and painting/stenciling activities. CK also performed a refined air dispersion modeling analysis of criteria pollutants to ensure that the National Ambient Air Quality Standards (NAAQS) were not significantly impacted by the site. The hazardous air pollutaŶ ts were ŵ odeled iŶ accordaŶ ce with TCEQ’sHealth Effects Review procedures. CK provided additional assistance in obtaining the permits by acting as a liaison with the TCEQ to provide clarification and additional information and reviewed the draft permit in a timely manner.

y providing a high quality permit application and proactive communication with the regulatory agencies, the PSD/GHG/Part 70 Permit was obtained in less than one year to meet the construction schedule. CK is currently assisting Corrigan OSB in obtaining the SOP and compliance and reporting needs under the initial NSR/PSD/GHG permit.
