e began our business assisting clients with water permitting and compliance, so it’s no surprise that over 30 years later our wastewater engineers and scientists continue to lead the industry.

We are consistently selected to work on the most challenging NPDES permit issues in EPA Region VI. In fact, we were the first environmental firm in the U.S. to obtain an NPDES/LPDES permit for a merchant power plant under Phase I of the Clean Water Act 316(b) regulations.

We have successfully completed numerous Toxicity Reduction Evaluations (TREs) including developing the treatment solutions to address toxicity sources.

Mr. Sheffield is the Program Manager of the Water Quality group. As a Senior Environmental Engineer with CK Associates (engineering services provided through C-K Associates, LLC), Mr. Sheffield has focused on industrial wastewater/storm water issues and his work is primarily comprised of Clean Water Act (CWA) permitting/studies, enforcement/compliance support, and compliance plan development. He has also performed consulting and field services under the RCRA, CERCLA, and CAA programs.

BRIEF BIO
Mr. LaBar is a recognized expert in National Pollutant Discharge Elimination (NPDES)/Louisiana Pollutant Discharge Elimination System (LPDES) permitting and compliance. He is involved in all phases of NPDES/LPDES permitting including preparation of permit applications and resolving complex permitting and compliance issues. He has a strong regulatory background in water quality including expertise with state and federal water quality regulations, receiving stream assessments, drainage studies, wastewater treatment, and application of water quality standards. Mr. LaBar is also a recognized expert in 316(b) of the Clean Water Act. He is experienced in 316(b) permitting and regulatory applicability determinations, data collection and evaluations, biological assessments, and engineering feasibility studies and technology evaluations.

Mr. Bertrand is an Environmental Scientist with CK’s Water Quality Team. He has experience in the application of environmental issues in the petrochemical, petroleum refining and manufacturing industry as well as the private and public sectors. Mr. Bertrand has multi-media experience including water quality, air quality, ecology, risk assessment, waste management, infrastructure integrity, potable water and spill response. He has drafted regulatory documents for agency and client use.

Ms. Eues is the Quality Assurance Manager with 24 years of experience in aquaculture and in the performance, evaluation and reporting of aquatic toxicity tests. Ms. Eues is also experienced in conducting and interpreting acute and chronic TIES and TREs for both marine and freshwater species. As CK’s QA Manager for the past 10 years, Ms. Eues has been responsible for maintaining the Quality Assurance Program and the laboratory’s NELAP and TCEQ accreditation.

Mr. Hawley is a professional engineer with CK’s Water Quality Team.  He is a Professional Engineer with registrations in Louisiana, Kansas, Texas and Mississippi. Mr. Hawley has experience with multi-media environmental projects including site investigation and remediation, environmental compliance, and construction management, and water treatment. His technical focus is groundwater remediation system design, implementation, and operation.

Mr. Favaro is a Senior Environmental Scientist at CK Associates based in Baton Rouge, Louisiana. Mr. Favaro has provided air quality and wastewater permitting and compliance consulting services to industrial clients since 1996. He has extensive experience with federal and state construction and operating permit programs, performing air dispersion modeling studies, evaluating federal and state regulatory requirements, developing Risk Management Plans (RMP), and assisting with complex wastewater permitting strategies for numerous industries. Mr. Favaro has assisted clients in the refining and petrochemical industries, upstream oil and gas industry, power utilities, direct-reduced iron facilities, wood product and pulp and paper facilities, fabrication and manufacturing facilities, solar and windfarms, and liquid and dry bulk terminals. Mr. Favaro has significant experience working with attorneys in preparation for litigation, technical support for contractual negotiations, and investigations or audits performed under attorney-client privilege.
